The Latvian Healthcare Debate: A Never-Ending Saga?
In a move that has left many questioning the future of healthcare in Latvia, the Social and Employment Affairs Committee has proposed yet another delay to the implementation of the healthcare service basket system. This controversial decision, if passed, will push back the introduction of this new healthcare model by a further six months.
The Saeima, Latvia's legislative body, is set to vote on these amendments on November 27th. The proposed changes to the Healthcare Financing Law aim to prevent a potential crisis where, from January 1st, 2026, regulations could restrict access to essential healthcare services.
But here's where it gets controversial...
The explanatory note accompanying the draft law reveals an interesting dilemma. While the current system guarantees universal access to healthcare, the proposed dual-basket system aims to divide services into a 'basic' and a 'full' package. This division has never been implemented since the law's adoption, and the Ministry of Health (MoH) has consistently abandoned this two-basket idea.
The two-basket principle suggests a minimum level of care, or the 'basic basket,' for Latvian citizens, non-citizens, and foreigners with permanent residence permits. The 'full basket,' or the state mandatory health insurance, would be provided to those who contribute to the state social insurance scheme and socially vulnerable groups. However, the MoH notes that everyone currently has the right to receive healthcare services under the mandatory insurance system, regardless of their contribution status.
And this is the part most people miss...
The proposed amendments are a response to this ongoing debate. The Ministry of Health plans to introduce a unified package of state-funded healthcare services for all residents, regardless of their insurance status. This plan aims to simplify the system and ensure equal access to healthcare for all.
So, what's the hold-up?
The dual-basket system has been a topic of discussion for some time, and its implementation has been regularly postponed. The current proposal aims to prevent any potential disruption to healthcare access from 2026 onwards.
